PLZ I NEED HELP WITH MY MANIAC BROTHER?

we need help my older brother is outta of control. he terrorizes the whole family it's been a living hell with him it's kinda like we're prisoners in our own house. he got out of prison two yrs ago completely clean n sober and thinking straight. well he's been back on meth for about a yr now except this time around he's slamming (injecting) it and i honestly think it's fried his brain or something because he's just not normal. he's ok when he's sober but still a little off his rocker. and he's a huge drunk he's drinks to get drunk he cant stop at just one beer. and when he's high or drunk he's completely violent he thinks violence is the answer to everything always constantly trying to start a fight trying to reinforce the fact that "he's a bad mother f***er" or "youdon'tt wanna f**k with him" like the other day he was drunk and trying to start a fight with my friend cuz he was "shady" i had it with him and we got into a fight i got the upper hand cuz when he fell i took him to the ground and kept him there, I can tell he felt defeated and he didn't like that cuz he thinks im a or i have no (cuz i don't like to hurt people or im not violent) and just lastnight he was drunk and torturing and hitting his girlfriend he then tried to step up to my dad and fight him. n seconds after he said that he loves me n my dad and would never hurt us. when we took his girlfriend home he got our **** and threw it all over the yard breaking our tv remotes.conveniently he doesn't "remember" any of this stuff. when he use get drunk on when he was on meth before prison he wasnt as bad like he use to be your typical drunk who would get annoying now he tries to start a fight eveytime he tell everybody that he's bad and you dont wanna mess with him. he's even worse on meth. i want him gone we are all sick of him. he should be in prison rightnow but he fooled the courts n probation into thinking he's doing good staying clean when is not. so now he has intensive probation but the same thing he's fooling them they all think he's doing good. he like norman bates he appears normal and even charming on the outside but on the inside he's completely crazy. we need help how do we get rid of him. im scared to go to the cops cuz he was in a prison gang and i could have a hit put out on me for doing so. plz I NEED HELP
