Puppy ingested something? choking?

Call your vet now. My vet has their phone forwarded to the nearest emergency clinic after hours. Not sure why you gave the dog peroxide but quit. May not be something ingested, it maybe damage to throat or airways. Or just call vets in the phonebook till one answers.
