Lizard Chicken hybrid?

If i were to splice a lizards scaly skin into an unborn chicken cell or whatever , and then splice coldblood gene into the offspring , then splice lizard like or alligator like arms into the next generation , would it get me so far to a dinosaur look , or is that even possible?
