Why lifts have a strange algorithm (program)?

OK, now - I recently noticed that most of the elevators for example on the 6th floor, and if lift is not in use - after 30 seconds it goes on the 1st floor. In other building there are 2 lifts. There are 4 floors. and when not in use - 1 lift goes on the Level 1 and the other goes on Level G (ground floor)? Also mostly all lifts say the floor and going up or going down. If I think properly this can be for people who have no vision, but usually these people will not know what floor to press etc.
